Council meetings Oct 11 2016

City Council had a full day to with a Committee Of The Whole in the morning and Regular meeting in the evening.
The slate of members wasn’t full though – in the morning session Councillor Ross was absent and Area D Director Roly Russell was sitting in her chair; the evening session had as more people sitting in the gallery than the 4 members of council in session.
